R15.2 - 6 August 2026

1. Indicating sections as affected by audit in resubmission or amendment 

  • Submission coordinator can now indicate lodgement sections that are affected by audit to change its submission scheme to plan application in resubmission or lodgement, without manipulating submission scheme eligibility questions.

1. Allow Assigned QPs to Initiate Amendment

  • Assigned Qualified Persons (QPs) can now initiate amendment submissions directly, without relying only on the submission coordinator to make the submission (current configuration).

2. Completion of Structural Works Dashboard Enhancement

  • The Completion of Structural Works dashboard has been enhanced to display the linkage of all previous C-form submissions to the latest amended C-form.

R15.0 - 9 July 2026

1. Deleting Resubmissions

  • Project Coordinators and Submission Coordinators can now delete a resubmission draft to start afresh. Deleting a draft reverts the submission back to Written Direction status with no trace in the timeline, and all assigned project parties are notified via email and bell notification.

2. BIM / Quality Check

  • Qualified Persons can now initiate quality checks for uploaded BIM models in PG submissions. Processing Officers can view the QC results in CP.

3. Agency-Specific Updates

LTA (Land Transport Authority)

  • External works resubmission fee computation has been updated to count cumulatively from the preceding cleared CG/DSP application, reflecting that external works submissions are a continuation of the CG/DSP process rather than a separate sequence. Additionally, the resubmission count for LTA sections now increases whenever a Written Direction is issued, regardless of whether the current scheme is Plan Application or Lodgement.

BCA (Building Construction Authority)

  • LPS Forms (DSP) are now enabled for industry use, applicable to projects above 30,000m². The LPS section follows the scheme of the building control section it is tied to.

4. Bug Fix

  • The "For transaction made later" banner is now hidden for users who did not select deferred payment, removing a confusing message that was previously shown to all users regardless of their payment choice.

R14.0 - 21 May 2026

1. User login & Profile

  • Singpass FAPI 2.0: Updated Singpass integration to use FAPI 2.0 for improved security and compliance with the latest authentication standards.
  • MyInfo Auto-Retrieval: Enhanced auto-retrieval of address and mobile number for Singpass individual users upon login, reducing manual data entry. Existing users will also have their MyInfo data automatically pulled upon login.
  • Auto-Retrieval of Name: Implemented automatic retrieval of name for Singpass individual, SP, and Corpass users during new account creation.

2. Project Team Creation

  • Add Members from Previous Projects: PC/PCA can now add project members, firms, and firm personnel from previously worked-on projects, streamlining team setup for new projects. This includes the ability to filter and select from previously added non-firm role members as well as firms and firm personnel, and to edit invites created from previously added members.

3. Permits

  • Permit Creation Without Licensed Builder: Qualified Persons (QP) can now create a permit to carry out structural topping works even when no Licensed Builder has been added to the project.

4. Agency-Specific Updates

LTA (Land Transport Authority)

  • Piling Gateway Form Updates: Amended Piling Gateway (PG) form fields to align with LTA's latest requirements.

URA (Urban Redevelopment Authority)

  • Form Field Updates: Updated fields for URA forms covering "Amendment & Regularisation of GFA" and "Retention of Works" submissions to reflect the latest requirements.
  • Earthwork Applications: Architects can now submit Earthwork applications directly, expanding submission access for this submission type.

5. Completion of Structural Works

  • LSB Declaration Flexibility: Either LSB (TC) or LSB (AP) can now declare for completion of structural works submissions, providing greater flexibility in the declaration workflow.
  • Certificate of Supervision (CoS): Updated copywriting for the LPS declaration section in CoS for improved clarity.

6. File Attachment Enhancements

  • File Validation for Plans: Unsigned and compressed files are now blocked from being tagged as Plans for Approval, ensuring only valid files are submitted for agency review.

1. Quality Control (QC) Checker Improvements

  • QC Feature Flag Separation: Separated feature flags for formal and precheck QC to enable more granular control over QC deployment
  • QC Modal Enhancements: Added blocking modals to prevent QC initiation when hygiene check is incomplete or models have errors
  • QC Throttling: Implemented pre-check QC throttling to limit the number of quality checks per project based on server capacity

2. BIM Model Management

  • Coordinated BIM File Validation: Enhanced validation to require signed (.ent) files for coordinated BIM sections
  • Non-IFC File Handling: Improved handling of non-IFC files in coordinated BIM sections to prevent blocking of submission workflows
  • BIM Model Banner Updates: Corrected copywriting in BIM model quality review banners

3. Agency-Specific Updates

URA (Urban Redevelopment Authority)

  • Use Dictionary Updates: Updated development use values and mapping to align with URA's latest requirements (v3.3)
  • New Planning, added "Site coverage" and "Communal open space" fields for various submission types
  • Updated amendment forms to include additional detailed use fields with proper preprocessing
  • Replaced deviation components with new waiver approval fields across URA planning parameters

NParks (National Parks Board)

  • Self-Declaration Eligibility: Revised eligibility questions to channel Group 1 works to lodgement and Groups 2/3 to plan application
  • Updated Conditions: Implemented new three-group condition structure for better clarity in Direct Submission Process eligibility

BCA (Building and Construction Authority)

  • Buildability Section Update: Removed "Exempted/not applicable" option from buildability subsections

LTA (Land Transport Authority)

  • New RSSZ Category: Added "Road Structure Safety Zone" category for document submission and pre-submission consultation
  • Submission Revision Field: Added submission revision number dropdown field for LTA as-built drawings submissions

4. User Experience Improvements

  • Filter Enhancement: Filters now apply automatically when closing filter side sheets in submission workspace
  • Developer Account Validation: Added blocking mechanism to prevent developer individuals from accepting invites when logged in via Singpass.
  • Payment Reminders: Implemented recurring email reminders for submissions pending payment after 5 working days

5. Workflow & Process Updates

  • WD Response Handling: Enhanced handling of withdrawal response packages to only open original subsections from submissions
  • A&A DSP Conditions: Updated eligibility conditions for Additions & Alterations Direct Submission Process with clearer three-group structure

  1. Security Classification for Government Procurement Entity (GPE) Projects
    • GPE Project Management: Introduced security classification system for GPE projects requiring GPE developers to indicate and manage security classification levels
    • Project Creation Enhancement: Updated project creation flow to include developer addition as part of the second step, with GPE validation and banner notifications
    • Access Controls: Implemented restrictions preventing GPE developers from being added to non-GPE projects, with appropriate validation modals and banners
    • Email Notifications: Updated project member invitation emails to include GPE-specific information and security classification details
    • Document Components: Enhanced file upload components for GPE projects with security classification-specific features
    • File Upload Declaration Text: Added new declaration text sections specifically for GPE project classified submissions

  1. Payment System Enhancements
    • PayNow via 2C2P: Implemented PayNow as a new payment mode for CX submissions through 2C2P payment gateway, supporting payments up to $200,000
    • Payment Gateway Setup: Established 2C2P payment infrastructure for PayNow transactions
    • Submission Timeline Updates: Enhanced submission timeline to display payment processing status and QR code access for PayNow transactions
    • Paid earlier: New mandatory field for submission no. and clearer copywriting to explain function and limitation of paid earlier
    • Bank transfer has been removed for payments under $5,000 for non-GPE projects. This change reduces manual processing overhead, with PayNow and credit card being the preferred payment method

    • MyInfo Integration: Updated MyInfo with enhanced auto-retrieval of user information for new users, eliminating manual name entry to prevent data inconsistencies
    • File Upload Enhancements: Introduced improved file upload components with enhanced card structure, upload status indicators, and consolidated file actions
    • Page Navigation Warnings: Implemented warnings for users attempting to leave pages with ongoing file uploads or unsaved form changes to prevent data loss

Project Members Management

  1. Enable removal of builder personnels who hold multiple roles
    • To allow removal for scenarios where LB/LSB personnel hold multiple firm roles (e.g. TC, AP, secondary personnel). Before this feature, personnels could only be replaced, not removed.
  2. Enhance member information page for firm roles
    • To show more granular and customised actions for main and secondary personnels so Project Coordinator (and assistant) can more easily edit appointments.
    • To show the appointment status of each personnel to facilitate follow-up actions.
  3. Introduce onboarding guide on project overview page for users
    • To inform users of key steps they must take (role-dependent), showing which steps are completed or pending.
  4. Provide additional details on roles and responsibilities
    • To provide details on project member roles and responsibilities, including the project stage and forms they participate in (via link to info page).

Member appointments

  1. Enhance member appointment flow
    • Introduce guide to appointments to educate users on the appointment process.
    • Display pending appointments by default, including counts of roles pending appointment.
    • Default selection of all responsibilities when PC initiates appointment.
    • Allow PC to consolidate and send all appointments.
    • Allow appointer to select and make multiple appointments.
    • Allow appointer to select responsibilities for appointment; default select all.
    • Decouple adding role and adding responsibilities.
    • Introduce appointment status to guide PC on next steps.
  2. Allow editing of BCA sub-responsibilities
    • To allow PC (and assistant) to edit 2nd-level responsibilities (e.g. prepare plans, supervise works) and 3rd-level responsibilities (e.g. structural works, demolition works).

Workspace management

  1. Enhancement to allow filtering of submissions by involvement
    • To allow users to filter submissions created by them or where they are involved.
  2. Enhanced breadcrumb behaviour
    • To show more details to ease navigation.

Payment

  1. Changes to bank transfer workflow
    • Identify GPE vs. non-GPE projects based on developer UEN (transparent to user) and request proof of payment.
      1. For GPE projects:
        • If yes → user provides payer details + uploads proof of payment.
        • If no → user provides payer details only.
      2. For non-GPE projects → user provides payer details + uploads proof of payment.
    • Update submission status to "Processing" once bank transfer details are submitted and no other transactions require payment.

Submissions related

  1. Display digital signing details
    • Show signer name(s) and checksum of digitally signed documents.
  2. Introduce validation of MK/TS number
    • Allow only permissible MK/TS numbers to prevent erroneous inputs.
  3. Changes to submission scheme for SCDF under Direct Submission Process (DSP)
    • Auto-acknowledged "Self-declaration" becomes "Plan Application" requiring agency processing.
    • TOP/CSC for SCDF will be applicable.
  4. Changes to declaration behaviour for "Structural plan and permit" amendment
    • No declaration required for unchanged sections.
  5. Changes to form behaviour for plan application amendments
    • URA, BCA, SCDF sections with new amendment fields default to "Draft" instead of "Ready for review".
  6. Disable amendment for URA earthworks form
