Overview of CORENET X Submission Portal
The CORENET X Submission Portal is the front-end interface for industry users, providing a seamless digital end-to-end user experience for regulatory submissions. Developed through a design thinking approach and extensive user testing, the portal aims to provide an efficient, user-centric platform that meets the needs of our stakeholders.
The Submission Portal is developed through Agile Methodology, ensuring responsive development to user needs, progressive feature updates, and a phased rollout of enhancements. This approach allows us to continuously improve and adapt the portal to best serve our stakeholders.

The CORENET X Submission Portal also includes the Model Checker, a supplementary tool that is intended to validate BIM submission files against IFC standards, modelling standards, and selected regulatory compliance requirements. Currently, the Model Checker covers Quality Check (QC) and will be expanded progressively to include Regulatory Compliance Check (RC).
Do note that all project members (including the Developer, Consultants, Builder, etc.) should have set up Singpass for Business (Corppass) if they are representatives from an organisation. Your company's Corppass administrator will need to authorise your employees to access the e-service ‘CORENET X Industry Portal’ so that they may access the CORENET X Submission Portal. CORENET X Submission Portal User Manual
The user manual offers step by step guidance for users to learn how to navigate the Submission Portal and perform key functions including the following:
- Create a new project
- Add project members, assign responsibilities and appoint project members
- Make submissions for regulatory approval through the Gateway Process or Direct Submission Process
- Make payment for submissions
- Submit for completion (TOP/CSC)
The manual also includes useful tips and notes that users can refer to for a more seamless submission process.
CORENET X Training Environment
To allow industry to be able to explore the functions and features of the CORENET X Submission Portal without an actual project, you can make use of the CORENET X training environment that replicates the actual system. However, as the CORENET X training environment is not meant to support actual projects, please take note of the following:
- As Singpass would not be used, you will need to register for an account first using a valid email account.
- Please do not use real project information in this environment.
- To simulate the experience of an actual submission process which requires actions from the different project members, the training environment would allow you to set up mock accounts (in lieu of the actual project members). You can then explore the training environment using different personas.
- Some functions (such as the BIM viewer) are not available.
