Gateways are the major submission milestones in CORENET X, where the submission needs to comply with multiple agencies’ statutory requirements. Find out more about the requirements at each gateway by clicking below.

These 3-Gateways will be the default submission process for all building projects, except for simpler development typologies (e.g. single-unit residential development, standalone pavilion/linkways, racking system, etc.) that will undergo the Direct Submission Process (DSP) which is developed as a single-stage plan application prior to TOP/CSC.

  • External Works - To resolve outstanding issues on proposed external works previously submitted at Construction Gateway. NParks, LTA, PUB Building Plan (BP) clearances will be issued at this stage. This application is to facilitate external works to be cleared separately from the Construction Gateway. 

  • Part ST Submission for Large-Size Development - Phased Piling Gateway and structural applications for the main structure may be submitted for qualifying large development projects. QPs are advised to first make a pre-submission consultation application with the relevant agencies to seek any required no-objections for the scoping prior to making the phased submission.

Pre-Submission Consultation

To consult one or more agencies on submission requirements (e.g conservation, complex buildings, impact assessments and TOP/CSC requirements) before making a formal submission.

Design Gateway

To resolve multi-agency key parameters that impact design parameters and client's brief, before proceeding to detailed design (e.g. land use, land use intensity, building massing, site layout). URA, NParks, LTA, PUB, and NEA's Development Control (DC) clearances will be issued at this stage.

Piling Gateway

To resolve requirements pertaining to piling and foundation works (e.g pile design, pile caps, raft foundation, earth retaining and stabilising structures), excluding superstructural works. This is an optional gateway to facilitate projects that may need to commence piling and foundation works that do not affect the main structural works. Alternatively, project teams can incorporate the piling design into the overall main building plans and proceed directly to submit them at the Construction Gateway, BCA's ST clearance and LTA's clearance will be issued at this stage.

Construction Gateway

To resolve multi-agency requirements concerning design details (e.g. detailed room layouts, fire escape routes, access routes) that must be coordinated before commencement of main structural works and launch of sales. URA's Written Permission, BCA, NParks, LTA, PUB, NEA and SCDF Building Plan (BP) clearances will be issued at this stage. Where there are outstanding issues pertaining to external works, agencies may issue provisional clearances.

Independent Submissions

To clear agency-specific requirements with no cross-agency dependencies (e.g. land subdivision to URA, planting scheme to NParks, structural submission of ancillary structures such as barriers/claddings to BCA, pollution control equipment to NEA, water service installation to PUB, instrumentation monitoring report to LTA, performance-based fire safety design plans to SCDF). Clearances for each of the submissions would be issued separately.

Completion Gateway

To submit the "as-built" documents, plans and models (e.g record plans, certificate of supervision, etc.). QPs may also apply separately to the agencies to obtain the respective Temporary Occupation Permit (TOP) and Certificate of Statutory Completion (CSC) clearances before making TOP/CSC application to BCA. The process is largely similar to today's practice.
